Council History

  • 1st
    Seoul Metropolitan Council

    The first local council elections were supposed to be held on May 10th, 1952, but were interrupted by the Korean War that broke out on June 25th, 1950. Three years after the Armistice Agreement, on August 13th, 1956, 47 city council members were elected by residents, and the first council meeting was held on September 5th of that same year. The 1st Council had 8 regular sessions (commencing on June 1st and December 1st, respectively, and continuing for 30 days) and 37 special sessions by August 12th, 1960 when it was disbanded.

  • 2nd
    Seoul Metropolitan Council

    On December 12th, 1960, elections were held for the 2nd council and 54 members were elected. The 2nd council opened on December 22nd, 1960, but was soon disbanded by the 4th decree announced on May 16th, 1961.

  • 3rd
    Seoul Metropolitan Council

    On June 20th, 1991, 30 years after the 2nd council was disbanded, local autonomy returned and 132 members were elected by city residents for the 3rd council, which began meeting on July 8th of the same year. It was disbanded on June 30th, 1995.

  • 4th
    Seoul Metropolitan Council

    On June 27th, 1996, 147 members were elected for the 4th council. However, the way they were elected was a little different. Of the 147 members elected, 133 were chosen by the residents and 14 according to a proportional representation system. The 4th council began on July 12th, 1995, and was disbanded on June 30th, 1998.

  • 5th
    Seoul Metropolitan Council

    On June 4th, 1998, elections were held for the 5th council and 104 members were elected (94 by residents, and 10 in accordance with the proportional representation system). The 5th council opened on July 9th, 1998, and was disbanded on July 30th, 2002.

  • 6th
    Seoul Metropolitan Council

    On June 13th, 2002, elections were held for the 6th council and 102 members were elected (92 by residents, and 10 in accordance with the proportional representation system). The 6th council opened on July 9th, 2002 and was disbanded on June 30th, 2006.

  • 7th
    Seoul Metropolitan Council

    On May 31st, 2006, elections were held for the 7th council and 106 members were elected (96 by residents, and 10 in accordance with the proportional representation system). Their term was from July 1st, 2006 to July 30th, 2010, while the 7th council itself began on July 12th, 2006 and was disbanded on June 30th, 2010.

  • 8th
    Seoul Metropolitan Council

    On June 2nd, 2010, elections were held for the 8th council and 114 members were elected. Of them, 96 were elected by residents, 10 in accordance with the proportional representation system, and 8, for the first time, were elected as education committee members. Council member terms were from July 1st, 2010 to June 30th, 2014, while the 8th council itself opened on July 13th, 2010 and was disbanded on June 30th, 2014.

  • 9th
    Seoul Metropolitan Council

    On June 4th, 2014, the 6th nationwide local elections were held and 106 members elected for the 9th council (96 by residents and 10 in accordance with the proportional representation system). The council began on July 16th and had 8 regular and 20 special sessions.

  • 10th
    Seoul Metropolitan Council

    On June 13th, 2018, the 7th nationwide local elections were held and 110 members elected for the 10th council (100 by residents and 10 in accordance with the proportional representation system). The council began on July 11th.
