Any citizen can attend Council meetings and can give his/her views at public hearings.

Hearings at Meetings

The chairperson of the Council and the chairperson of a standing committee shall determines the number of citizens permitted to a plenary session or the relevant standing committee in accordance with the size of the Council House and the agenda. Citizens wishing to attend meetings must be in receipt of an attending permit. For hearings at a plenary session, call the relevant official at +82-2-2180-7684. For hearings at standing committee sessions, contact the committee staff room for each standing committee at +82-2-2180-7716~7719.

Public Hearings and Open Council Classroom

The Council runs an Open Council Classroom on the 2nd Floor of the Seosomun Annex Building. Activities include: Reconciliation of the different opinions that arise during council activities - Listening to experts on important topics and organization of public hearings
- The Open Council Classroom is a place where employees from the department corresponding to an identified problem or concern, and the members of the relevant standing committee, communicate with citizens towards finding solutions.

Gathering of Public Opinion on Council Activities

Towards smoother operation of council activities, monitors are appointed to collect the opinions of citizens and transmit them to Council members.
Each Council member recommends and appoints 6 monitors who can present their views, express experiential problems related to municipal administration or issues assigned by the Council.

Opening of a Mock Council for Young People

The Council is opening mock council sessions with young people participating for the purpose of educating on becoming civic-minded citizens that can contribute to the community by acquiring an understanding of the actual functions and duties of an autonomous district.

Research Room

The Council runs a research room with a collection of 33,500 books on the 9th floor of the Seosomun Annex Building. Its functions include the collection and administration of data related to the Council.
